01  Challenge

To fully automate and move online the health certificate and sanitary permit application process and integrating the new system with the systems from allied departments.

02  Solution

In January 2022, DigiLabs delivered Phase 1 of the Automated Health Certificate and Sanitary Permit System. Phase 2 was delivered in January 2023. Work on Phase 3 of the project is ongoing with expected completion by mid 2024. DigiLabs delivered the following:

  • Web and mobile portal for applicants allowing account creation, document submission, document verification, online payment and application tracking.
  • Enhanced applicants’ portal to enable digital printing of certificates.
  • Web and mobile administration portal for staff allowing applicant verification, approval, issuance of order of payment, monitoring of applications, assigning roles and rights, creation of reports and audit of transactions.
  • Enhancement of administration portal which enable allied departments and satellite offices to integrate into the system.
  • Enhanced the approval process and enabled digital signatures and processing of bulk applications.
  • Developed an integrated mobile application for Sanitary Permit Inspectors.
  • Database application with secure data storage and backup both on premise and on the cloud.
  • Delivered on premise server, desktop computers, printers, tablets and modems.

To date, the Health Certificate and Sanitary Permit system has processed more than 700,000 applications with 132 registered administrators and validators.
